Delegate Steele moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. Com. Sub. For Senate Bill No. 660 – A BILL to amend the Code of West Virginia, 1931, as amended, by adding thereto three new sections, designated §15-10-7, §15-10-8, and §15-10-9, all relating generally to providing for cooperation between civilian law-enforcement agencies and military authorities to facilitate objective independent investigations of possible offenses; authorizing assistance for certain instances; prohibiting any civilian law enforcement officer from assisting military authorities to investigate or enforce crimes relating to federal firearms laws; prohibiting civilian law enforcement from being commandeered by military authorities to investigate certain crimes relating to firearms; permitting local law enforcement to enforce policies of the law enforcement agency and any local law or policy; and clarifying that the provisions are severable.
